Manager Atas dan Menengah harus mengambil peranan dalam program " Inspeksi Keselamatan dan Kesehatan Kerja" dari waktu ke waktu. Hal ini merupakan cara yang sempurna untuk tetap mengetahui dan merasakan apa yang terjadi di titik kontrol dan juga dapat untuk menunjukkan Komitmen dan Perhatian Manajemen terhadap aspek Keselamatan Kerja. Middle and Upper Managers should be take part in the planned "Safety and Health Inspection" or "Safety and Health Tours" from time to time. This is an excellent way to keep in touch with what's happening at the point of control and also to visible show the Management Safety Interest and Commitment.
Management Safety Inspection bukan merupakan inpeksi yang komprehensif untuk seluruh kondisi dan praktek substandard. Lebih kepada para manajer berjalan melewati area untuk mengobservasi masalah kritis dan menggalakkan praktek yang benar di area. Management Safety Inspection are not comprehensive inspections for all substandard conditions and practices. Rather they are walkthrough of an area specifically to observe critical or especially knotty problems and to reinforce positive practice in an area.
Managemen Safety Inspection adalah kesempatan yang baik sekali untuk menunjukkan kinerja manajemen. Hal ini dapat berarti seperti ujian akan banyak hal dan memberikan gambaran ke manajemen akan beberapa hal :

1 Peralatan yang kondisinya baik >atau< peralatan penting yang kondisinya rusak. Well conditioned equipment >or< Key items that are about of breakdown.
2 Layout yang effisien >atau< penggunaan area yang buruk. Efficient Layout >or< Congestion and poor use of space
3 Alat kerja tersedia >atau< tidak ditemukan pada saat diperlukan. Tools in order >or< Scattered where they must be searched out when needed
4 Material siap digunakan >atau< susah diambil ketika harus digunakan Material ready for use >or< Buried behind and under things where they have to be dug out.
5 Area aman untuk bekerja >atau< terdapat bahaya terpeleset dan jatuh, alat operasi yang tak terlindungi, sudut tajan, bahaya terhadap kesehatan dll. Safe work areas >or< Ones with slip and trip hazard, unprotected points of operation, sharp points or edges, health hazard and so on.

B. TUJUAN – PURPOSE
Tujuan dari Management Safety Inspection adalah :
The purpose of the Management Safety Inspection is :
* Untuk mengevaluasi keefektifan Safety Inspection yang dilaksanakan oleh supervisor safety committee yang diselenggarakan secara regular. To evaluate the effectiveness of the safety inspection conducted be each supervisory safety committee on regular basis.
* Untuk mengidentifikasi kondisi dan praktek substandard yang penting yang memerlukan upaya perbaikan. To identify the significant substandard conditions and practices which are required corrective actions.
* Untuk memberikan kesempatan kepada manajemen untuk menularkan pengalaman dan pemikirannya pada masalah-masalah khusus dan untuk menumbuhkan praktek yang aman di area. To give the committee members and opportunity to contribute their experience and perspective to especially knotty problems to reinforce positive practices in an Area.
* Untuk tetap menjaga hubungan dengan kejadian di tempat kerja. To keep in touch with what's happening at the point of control.
* Untuk menunjukkan Komitmen dan Perhatian Manajemen dalam Aspek Safety. To visible show the Management Interest and Commitment in the Safety Business
C. TIM INSPEKSI - INSPECTION TEAM
1. Management Safety Inspection Team terdiri dari anggota dari manajemen menengah dan atas baik dari fungsi Kilang maupun fungsi Non Kilang The Management Safety Inspection team consisting of members of middle and upper management from both Refinery and Non Refinery Department
2. Tim akan dipisah menjadi grup kecil terdiri sekitar 3 anggota. Masing-masing grup secara bersama akan menginspeksi fasilitas kilang. The team will be split into small group of approximately 3 (three) members. Each group will simultaneously inspect a designated portion of the company facilities
3. Setap grup menunjukan juru bicara yang akan melaporkan secara lisan temuan dan rekomendasi grupnya pada pertemuan setelah inspeksi. Each group will appoint a spokesman who shall verbally report the significant finding and recommendation of his group's inspection at the post inspection meeting.
4. Staff LK&KK akan dipasang di tiap grup sebagai sekretaris. Sekretaris dari masing-masing grup akan mengumpulkan semua temuan dan rekomendasi, dan akan mengirim laporan tertulis ke Sekretaris Komite. HSE staff personal will be assigned to each group as secretary. The secretary of each group shall compile all finding and recommendations , and forward a written report to Committee Secretary.
D. PERTEMUAN SEBELUM INSPEKSI - PRE INSPECTION MEETING
Pertemuan sebelum inspeksi akan dilaksanakan dan dipimpin oleh Manajer Kilang di Ruang Premium, dengan agenda sebagai berikut :
A pre inspection meeting will be conducted and chaired by the chairman of the management safety committee (refinery managers) at the Premium meeting room, the agenda of the meeting is as follow :
1 Pembukaan
Introduction
2 Menilai ualng hasil Inspeksi Manajemen Sebelumnya. Review the previous Management Safety Inspection outstanding items.
3 Penjelasan tentang lingkup, grup, area dan pelaporan. Explanation of scope, grouping, defined area and reporting.
E. PERTEMUAN SETELAH INSPEKSI - POST INSPECTION MEETING.
Sebagai penutup dari Management Safety Inspection , akan dilakukan Pertemuan Setelah Inspeksi di Ruang Premium, dimana jurubicara masing-masing grup akan melaporkan temuan dan rekomendasinya secara lisan kepada Manajer Kilang. Upon completion of the Management Safety Inspection or at the time to be specified, a Post Inspection Meeting will be conducted at the Premium meeting room, where the spokesman of each group shall verbally report the significant findings and recommendations to the chairman of the committee.
